What if I just run out of money and I cant play any games anymore at a place? How does the security or people who work at a place like that whether it is an arcade, casino, or somewhere that has games, how do they know if you are loitering or not?

Like someone could have really been playing but just decided to rest and hang out with watching other people play. Is there anything wrong with this?
